New rules?

I realy like how this year choosing the featured picture is fanning out. Also, i just read the rules at the top of the page and they make no sense at all. Should we write new rules for this page so that next year there is more of a logical and expect path that the whole choice for the April Fools Picture? I would suggest like choosing a cut off day for nominations, rules for who can vote, and better explaing on the top of the page what kind of pictures are allowed (have to be a featured picture as of April 1st, can not have been on the main page before, has to be humorous, has to be currently in an article, etc, etc.).
