USA PATRIOT Act, Title III

I have finished documenting what the Act actually says, but would like comment on what else needs to be done. Obviously criticism is important, and the history of the Act, but have a tough time finding info on this. Anyway, putting up for peer review. 1. Expand the lead to 2-3 paragraphs, based on the length of this article. See WP:LEAD.
2. Fix red links.
3. Expand footnotes so that there are more sources other than U.S.C.
4. Expand short subsections or merge several.
5. There doesn't seem to be any information on how this has actually affected real life.
6. Make sure you do a spell check and copy-edit.
