Adam, that's the exhaust haze of the locomotive's engine. These locomotives run on a diesel engine. The power generated by the diesel engine is then converted to electricity. This electricity then runs electric motors which turn the locomotive's wheels. Therefore the name "diesel-electric locomotive". There is a brief description here: [1] and videos.
