I disagree with this decision. The sources listed are reliable, peer reviewed third-party sources which are independent and reliable. This includes Art Margins published by MIT Press, October journal (also MIT Press) which is of the most respected international journals in art history, Space and Culture journal published by SAGE, Financial Times, and the Burlington Journal, among others. Additionally, there are pages on the Woodrow Wilson International Center and CEC ArtsLink Residency in New York where her profiles are listed. All these are independent sources. Can you choose ~5 refs that you think demonstrate her notability the best? Keep in mind that the sources should be independent, reliable and provide significant coverage. Ref 21: Discusses her work more than her, but count towards Criteria#3 at WP:NARTIST so looks fine.
Ref 18: An interview, so doesn't count as not independent.
Ref 17: Partly by her, so doesn't count as not independent.
Refs 13 and 14: If you can prove the exhibition was significant/important, it satisfies crit#4 at WP:NARTIST. Otherwise, looks to be WP:ROUTINE coverage of an event.
Refs 15 and 16: By her or interview with her, so doesn't count as not independent.
Ref 24: She's mentioned once (checked using ctrl+f), so doesn't count as no significant coverage.
Ref 25: Once again, not really about her, about the exhibition so no significant coverage.
Ref 10: My translator doesn't work on downloaded pdfs, but seems to be similar to the previous exhibition coverage, so see above.
Overall, only refs 21 and the exhibition coverage may count. For the exhibition coverage, you need to demonstrate that her work has "been a substantial part of a significant exhibition." Doesn't currently seem to meet WP:NBIO, but I'll let a different reviewer review it again.

My cuts and moving content done with intent to improve chance a reviewer will approve. Your ref cuts also a good idea. In the end, her career may not be sufficiently advanced to merit an article (see WP:TOOSOON). Being an editor of books is less valuable than being a sole author. Hi there, User18762, and welcome to Women in Red. I see from your comments above that you are keen to cover women artists and art curators in Ukraine. This should certainly help us along with our efforts to chip away at the gender gap on Wikipedia. Further to the excellent advice you have already received from other editors in connection with your first attempt at writing a biography, you will find some useful guidance in our essays, summarized in our Ten Simple Rules. Rather than including a long list of references, it is usually better to look first for three really good independent sources which provide detailed information on the subject. Once a short article has been accepted on this basis, in collaboration with contributions from other editors it can be expanded further. Why not try to rewrite your draft of Svitlana Biedarieva on this basis and let me know when you think it is ready for article space. We can then work together on bringing the draft up to acceptable standards. Please also let me know if you run into any other difficulties.
