State Legislature diagrams edit

Gosh, I had forgotten all about those. It's actually not too difficult; I used a open-source, vector image-editing program called Inkscape. Basically, I just modeled Pennsylvania on what was done with the ones for Congress, though I see they've now flipped the direction. Feel free to copy and modify Pennsylvania's for Washington's.
