please help with harassment from someone who keeps changing his IP address

I was told on my talk page, I should contact you for help. There is someone who has been blocked continuously over a lot of different IP addresses, who keeps coming back, doing the same thing as before. At ANI when someone mentions this person, he post his taunts three times there under three different IP addresses, showing how quickly he can change things. [1] Is there any way to contact the ISP and ask who was using that IP address at those specific times, and block this user? Note, not every IP address he uses has been blocked. He usually puts "spelling fix", or something of that sort in his edit summary, to hide what he is actually doing: posting obscene harassing messages against someone, erasing post at AFD, changing post at AFD that were "keep" to "delete", etc. Here are a list of some of his IPS used thus far:

Please help with the page Bosnian Royal Family

Editor named DrKiernan has just hacked the above page so that instead of 50+ references now it shows just 7 plus many red error tags. So he added labels like "missing references" etc. Plus he prevents removal of "deletion proposal" tag which says when you try to edit it: "Decision: keep". Overwhelming majority of people are in favor of keeping this page as on Talk page for the deletion case. His user name was created a few weeks ago, it seems. He and someone else seems to have banned the Bosnian guy who wrote the page. Read it please, the page is excellent, in my opinion. Pray help! 99.198.121.199 (talk) 18:37, 24 January 2010 (UTC)

Forms and other things

Hey, I'm leaving Wikipedia now, so I'll follow through and provide you with the links to the forms and other items that I've created for abuse response.

I don't think there's any need to delete me from the mailing list or have my IRC access revoked unless you want to, as I plan to continue to take a limited role in abuse response. So basically I'm retiring from Wikipedia, but I plan to continue helping with the interface and the abuse response project outside of Wikipedia. Feel free to email me (directly to my email, not through Wikipedia) if you have any questions on those 3 forms. Thanks & have fun on Wikipedia. P.S.
