No - I understand that an IPBE would be suitable should I have a static IP, or exist behind a privatised address (range). Unfortunately I only have my phone and whatever IP is assigned to me in any given moment.

Today I am at the library using a public computer just to edit/reply.

With a user account, I would have thought that the IP blocking was not effective, since I have credentials - and that IP blocking occurred due to public edits only. Is this not the case?

It was my understanding that IPBE is granted to your account, not your IP. So, your account can log in and edit from any IP, blocked or not blocked. Even if I am wrong, it's not a matter for WP:XRV unless you're saying ST47 made a mistake blocking the range and has declined to reverse their action. You should discuss this with ST47 or another CU.

I think there's two levels of blocks. In one, you get to edit if you have an account. In another, you can't edit even with an account unless you get an explicit exemption for a specific account.
