I followed the steps in WP:CLEANSTART. I added the retired tag to my previous account. I had no bans, blocks or active sanctions at the time I retired the account. And I did not participate is my previous discussions using my new account.

Decline reason:

WP:CLEANSTART does not apply when you are indef blocked, especially for WP:SOCK. You are required to obtain unblocking for your original account first, and then you may retire it and cleanstart. At this point, you're merely evading a validly-imposed block, which is a continuation of the WP:SOCK. I would suggest you might need to read WP:OFFER now.
