Change to wording at WP:VA5 + discussion of final total and subquotas outside people section

Those are really two different topics and I'm not a fan of them being discussed in the same section. pbp 15:53, 27 January 2020 (UTC)

These discussions can be lengthy and for as long as we pretend that the social sciences section is complete by marking it as complete, people will be hesitant to add more articles.
