Wikipedia blocking policy edit
Perhaps you think Wikipedia blocked the IP Special:Contributions/65.36.59.228 because it was causing problems. Maybe that's why you found another IP, Special:Contributions/65.74.232.210, and used that for a little while, then registered the username SilkSonic. But that's not how Wikipedia sees it. All of those edits were from you.
In the view of Wikipedia, the "user", the person behind the IP, was causing problems, and the person is considered blocked in all forms, even if they show up again on a different IP or username. You can read this policy at Wikipedia:Blocking policy.
