Okay, I'm not sure I totally follow the history of the page, but I'm not sure it's terribly important. Just looking at the draft copy on your userpage, the big problem is that none of the external links are reliable, third party references, which are needed to establish notability - which is our basic threshold for inclusion. Generally, articles are only written about subjects where there are good quality published references about them, that are independent of the subject (i.e., in this case they can't come from the radio station or TV station he works for - but they can be in Tamil, if that helps). You really need to find and include such references for the statements in the biography before it can be restored to the mainspace. Once that's done, it can, strictly speaking, be restored to the mainspace, but in order to avoid future problems, it's a much better idea to bring a request to restore it to deletion review.
