Also, since it looks like Executive Order 13084 does not have a wikipedia page and some people may not know what that is, it would probably be helpful to briefly summarize that executive order somewhere in your article. Your structure/outline seem comprehensive and well-balanced, but it looks like you're still in the process of expanding the sections. The information you provided so far is neutral.
