That is true. It seemed a little odd, however, as there was no reason given as to why he could not be moved. Here is the translated text anyway:
"LW could not be moved during our attempt to transfer his body to another grave.
The planned move to the Sammelfriedhof in Przemsyl (Poland) was therefore unfortunately not possible. His name is written in the graveyard's memorial book.
In case the above named is related to you, and you want to inform us about the current grave site being moved, can you please fill in the following form. We will then arrange to notify you of any new developments. Please first check carefully if the above named is indeed your relative. If unsure, specify this in the form.
The Volksbund Deutsche Kriegsgräberfürsorge maintains the grave sites of German soldiers who died in the First and Second World Wars. The Volksbund has built over 820 grave sites in 45 states [Note- German states!], in which around 2 million war dead lie. These graveyards can only be built and maintained with donations...."

By the way, I just went to their website and it definitely is countries, not German states (the term is slightly ambiguous in German as in English). In fact, they say they watch over graves in 56 countries.

I think it is clear that the Volksbund could not find the body (since it was a collective grave) and chose this very stilted way of saying so (literally, "LV in the framework of our moving-resting-place work could not be retrieved ") as people often do to cover up unpleasant realities and failures.
