Hello, Peter. I received your e-mail, but I prefer to communicate within Wikipedia, so I am replying here.

Once you submit a draft for review, it can be improved at any time while waiting for the review. There's quite a backlog right now, so resubmitting would just delay things.

When I took a look at the page, I could see that it was coming along, and since there is plenty of published information about Mr. Jolly it will certainly be accepted once the text meets Wikipedia's policies.

I have accepted more than 3,000 drafts into the encyclopedia, and I would like to do the same with this one; I've added more references and there are enough now to show notability, so there is only one thing holding it back; some of the text is not neutral enough. When you admire someone or something, it's natural to want to write about them in a dramatic way, pick out the nicest quotes from the references, etc. However, encyclopedia articles aren't like magazine articles - they just have neutral facts. With your agreement, I would be happy to adjust the text appropriately, and then accept the draft into the encyclopedia.

The draft is a bit overweighted with information about the radio station. There's already an article about the station, at CFXJ-FM, so most of the details should be removed from this article and anything not in the other article added there instead.
