No it isn't in any reliable history books in India, because it was invented by an author writing for The Awakening Ray. Indian historians are just as capable of high standards of scholarship as anyone else of course, but politically biassed misrepresentation of history is also common, there as well as elsewhere. The passage is a wildly distorted paraphrase of the famous Minute on Education, which I have already linked to, should you care to read the truth. My age is irrelevant, but as it happens I am an academic specialist in 19th century culture. The rest of your post is a bizarre lot of irrelevance. No one thinks a bag snatcher is a terrorist and there is no special prejudice against Indians. The article was deleted because in its over 3 hours of existence not a single word of content was written in the article, just a single image. If you consult the Wikipedia:Criteria for speedy deletion you will find that this is an exact match for speedy deletion criteria A3. An examination of the article history also showed that after a brief burst of activity the article had apparently been abandoned with no indication if, or when, actual content was ever going to be generated.

As a rule of thumb, when you lack enough information to write a complete sentence about a subject then you lack enough information to justify creating an article.
