A few things. First you should consider whether or not you have a conflict of interest in making this article. If you do you are strong discourage from writing this article. Second, are you sure that this article is notable by wikipedia standards. There are some guidelines at Wikipedia:Notability that can give you a pretty good idea if he is or isn't. The number one rule is that notable things have significant independent coverage in reliable sources. Next if you decide that there should be an article, and that you have no conflict of interest in writing it, this is what you do:
  1. decide where most people who search for "Frank Pace" are looking for your article, the one that already exist or either one. YOu don't have to compile statistics on the subject, just use you best judgment.
  2. If one article is much more likely to be what someone is look for make that article Frank Pace and make a second article called Frank Pace (some distinguishing feature) add a link from one to the other using Template:otheruses ({{otheruses4|USE1|USE2|PAGE2}}). See for example Biodiesel links to other pages that a person typing Biodiesel might expect.
  3. If both article are of equal importance make Frank Pace a disambiguation page with a short sentence describing each article, and linking to two difference articles. Each named "Frank Pace" followed by some distinguishing feature in parenthesis, generally their profession is a good choice.
