Well, in order to move this page, the redirect needs to be deleted (not blanked), and the page needs to moved after the deletion. Since only an administrator can make a deletion, only an administrator can make this process, which I am not. Since this move seems controversial, this is what I suggest you do:

Tag the redirect page (the page you want to move the article to) by a page by adding {{Db-move|page to be moved|reason}} to the top of the redirect, replacing 'page to be moved' with the article you wish to move, and 'reason' with the correct reason, probably that the redirect title is the WP:COMMONNAME of the article topic.
