You should create the draft yourself, remembering that the subject needs to be covered in some detail in at least three independent sources, for example from newspapers, journals or published books; from reports in relation to recognized awards; or from critical reviews of published work. Someone is already preparing a draft - see User:Ali Mahmoud Al Suleiman. If you look for "Ali Al Suleiman (journalist)" you will see an article at Everybodywiki which looks to me as if it was once a Wikipedia article which has been deleted. That is indeed one valid source but you cannot use the same article several times just because it has been taken up by other sites. I don't think I can help you further and in any case I am no expert on translators between the languages in question. Several contributors and sock puppets have tried to create or re-create the article. See, for example, Wikipedia:Articles for deletion/Ali Al Suleiman (journalist). For some unknown reason, you tagged an article for CSD speedy deletion when you already tagged it for an AFD discussion. This makes no sense at all which isn't surprising since you have only been active as an editor for a week. CSD G5 doesn't even apply to this article. You are taking on tasks you do not have the experience to do. Please slow down and work on improving articles and stay away from deletion tagging until you understand deletion policies better and have much, much more experience improving articles so you are well aware of when an article doesn't meet Wikipedia's standards for notability.

The reasons you can't make the edits you want to make is because you are tripping an edit filter that is set up to prevent a LTA sockpuppet from recreating an article that they refuse to stop recreating.
