Hi,

Thanks for contacting me on my talk page about the draft. The reason I declined was because I had concerns about the usage of primary sources and original research. As a fellow researcher/writer, I understand that it must be frustrating to put hard work and research into a draft, only to have it declined. On Wikipedia, however, we rely on secondary sources (books, news articles, etc.), which are far more verifiable; also, original research (such as using Baer's personal papers) is not permitted. Wikipedia does not publish original thought. These rules can be rather byzantine, and since I was in your shoes once, I completely understand that this is a frustrating situation. I also recommend you take a look at this helpful page, which contains some valuable guidance about writing articles. Also - please remember that my decline was not final. However, I can request deletion if you're sure that's what you want. I encourage you to work on the draft further and resolve some of the concerns, and then another reviewer may come along and approve the draft. Once again, best of luck and cheers.

Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
