I honestly have no clue. I'm not that handy when it comes to chart positions; I primarily know UK and US but when it comes to other countries I'm basically useless. You can list them on the drive page at whatever moment you want to. If you look at my entry, for instance, I paste articles there as soon as I indicate intent to review them, whereas other people list them only when the review is finished. It's up to you. There's no set date for backlog drives (indeed having them semi-regularly is a fairly new development-- in the past year or so), but it seems that the goal is to have drives bi-yearly, one around March/April and the other September/October. It's about finding a happy medium between not burning out the reviewers (i.e. monthly drives every month would have declining returns) and not letting the backlog get too high (i.e. a drive every other year could result in upwards of 700 unreviewed nominations. With only one setence? I would change the title of section from "Critical Reception" to just "Reception". If it was included in year-end or mid-year lists I would add the nomination to that paragraph. If it was just on its own, I would add to the last paragraph of the "Reception" section.
