Seong or Sung

Yes, you're right, 성 is officially romanized as "Seong". But after more than three years of editing experience on WikiProject Korea, I have never seen 숭 (romanized as "Soong" or "Sung") used in the Korean name. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve.
