Yes your sandbox is a place to edit and fool around. It does not actually appear in the main area of Wikipedia. I have moved your draft to Draft:James L. Kinneavy and put on the Articles for Creation template. You can then submit it for review. Reviewing is backlogged right now and it could take up to 7 weeks.
