Hi. Your edit introducing a 1982 event and person into Australian Democrats history was reverted because (a) it did not meet Wikipedia's requirement of verifiability and (b) because the subject councillor has no established notability. You might attempt to establish notability by first creating a Wikipedia article on Joseph Cilmi or the particular local-government election. Otherwise, it seems to me, there is no scope for including local councillors in an article which deals exclusively with federal and state parliamentary persons and events. If you disagree, I suggest you start a discussion on the article's Talk page which is there for the purpose.
