Hi Hal, Welcome to Wikipedia. In order to send a message to another Wikipedian, go to the 'Talk' tab of their Userpage, click on the tab 'New Section', give your message a title, write some content, and press save. Your response should be at the bottom of the comments on their talk page. The User can in turn choose to write directly below your comment for their response, or write on your talk page to respond. To respond to a comment we usually indent our comments like so.

- etc.

- comment 2
If you feel like practicing, feel free to respond to this message on my talk page. One more note, if you name a Wikipedian by their Username (i.e. User:HalMorris on a talk page, they will receive a notification message (top right grey or red box to the right of your username at the top of the page).
