The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. No worries; this is outside my usual area of expertise. I listened to Sold a Story and wanted to update the Reading First page. (It's very light on details: what was the motivation for the program, why did it fail, what did it seek to fix?) Reid Lyon is a significant figure in the history of the program. I believe that being one of the framers of Reading First counts as "a significant impact in their scholarly discipline". (He also holds a "Distinguished Professor" position at SMU.) However, the image is currently not used in any articles on Wikipedia. If the image was previously in an article, please go to the article and see why it was removed. However, please note that images for which a replacement could be created are not acceptable for use on Wikipedia (see our policy for non-free media).
