Request reason:

Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 102.176.65.104 . Just a newbie trying to join the Wikipedia community. logged in successfully and was trying to edit my user page then boom, I saw the message my IP is block. Please help resolve it.

Decline reason:

A procedural decline, since you would be able to edit from other IPs, and lifting the kind of range block you're caught in would be very difficult to get approved. Instead, I direct you to WP:IPECPROXY, where there are instructions for how to apply for IP block exemption (although, be forewarned, as a new editor they might put you on a short leash for that at first. So do try to use other IPs you can find and build up a track record). — Daniel Case (talk) 06:51, 17 June 2023 (UTC)Reply

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.
