Hello. I undid your changes to the article simply because you removed referenced material and inserted POV/OR. Unasur is not a project, it is an existing organization and every single source states that. The Constitutive Treaty entered effect in May 2009. They have held several presidential summits and ministerial summits [1] [2]. The organization has a rotating presidency, which now belongs to Ecuador [3] (a project would not have a Presidency in effect). In fact, anyone who reads/watches the news knows the organization is fully functional, as we hear about it all the time.
