Hi! I noticed that it got archived unanswered. I am not really sure what WP:WITCHHUNT has to do with it, or who is supposed to be the hunted in the example, but, if there are editors doing inappropriate things, you should bring it up with them politely at their user talk page first. If they are not receptive and continue the behaviour, you can then contact an individual admin at their user talk page asking for assistance or post to WP:ANI for community/admin review. Always read the header on the ANI page before you post to make sure you do things correctly and your reporting is not premature and if you can't decide whether it is too soon for ANI, go to an individual admin instead.
