After the community discusses an article and decides to delete it, you need to use WP:Deletion review before you can write a new article about the subject.
Since the AfD discussion was closed with an option to userfy the article, I've moved it to User:Divest1987/Marcos Avellan. Please do not move it back to "mainspace" until you have gained consensus at WP:Deletion review that Avellan is notable enough for an article.
