Another editor has removed your text as being inappropriate to that article. I'm sorry but I agree that it doesn't fit with that article. It does, however, seem to be a useful addition to the Tabasco article which is where I have placed your text. I have made some corrections to the text.
  1. "is waiting..." is presumbably a direct translation from the Spanish "está esperando" but this is not colloquial. "is waiting for..." is more better English but still not quite colloquial to express what's really going on. The question here is who is planning the project, who is sponsoring/funding it and who will actually supervise the construction of such a project. Is this a national project or a local/regional project? Is Tabasco awaiting a project being planned, funded and managed by an agency of the national government? If so, "awaiting" or "expecting" are reasonable ways to express this. If, however, Tabasco is the main driver behind this project, then "contemplating", "planning" or "developing" are better ways to express this. I used "contemplating". If this is not the right sense ("sentido" en español) of meaning, then please fix it.
  2. In English, "hydraulic" means "having to do with fluids and liquids" and is a very general term. The phrase that we use in English is "hydroelectric power" or just "hydropower". I'm not sure if you would use "explotación" in this context in Spanish, but you would in English.
  3. "Intensity of rain" is probably not what you mean here. "Intensity" suggests that you are discussing how much rain falls in a short period of time (hours, days). For hydropower, what you need is total volume of annual rainfall. Well, I'm not an expert in hydropower but that's my personal guess.
  4. "is up 3200MW" suggests that the exploitation of hydropower has increased 3200MW ("ha augmentado" en español). The text on the website says "asciende a 3200MW" which translates as "has risen to (a level of) 3200MW". This is an important difference.
  5. Acronyms like CONAE should be in all caps. Using upper and lower case as in "Conae" is confusing. Also, the first time you use an acronym in a document, chapter or major section, spell out the acronym. Since this is Wikipedia, use the English translation (National Commission for Energy Conservation).
