Thanks; Your discovery of someone else who is reported to have received a presidential certificate of merit has prompted me to retrace my steps and revisit my sources. (JFK's speech when awarding it to Ms. Harriman suggests he there was no precedent for her award, and that she was the first one to get one.) As I look more closely, the official title for the award she received is "Citation of Merit for Distinguished Service." I'll correct my mistake in a moment. I also have a hunch about Dr. Latimer, which someone ought to be able to prove or disprove. It's that Dr. Latimer was one of several dozen citizens to receive the "Presidential Medal of Merit" from President Truman, for extraordinary contributions during WWII. What may cause the confusion (besides the similar title) is that the recipients also received a certificate (certifying their reciept of the medal), and not just a medal.
