Nevermind the bot warning: the image is in the public domain because it's over 100 years old. Note however that I have created the short article René Edward De Russy to put there the content you had placed in the image's summary. It would help though if you could

  1. Include in the image summary the source from which you got this image;
  2. Include a few references in the article about De Russy.

Statements like "the community should recognize those who have preserved Dyker Heights’ historic houses through the years" is clearly an opinion. New York Times edit

Nice that you take credit for writing the entire Wikipedia article in the Times, but the article is still a complete mess by Wikipedia standards. As you state the photographer is "unknown" you will need to find any record the Dyker Heights Historical Society has for the image and send an email from an address associated with them to permissions-en wikimedia.org, stating their ownership via, either, a Work for hire contract or by copyright transfer from the original photographer and their intention to publish it under a free license. You can find a sample permission letter here. If you take this step, add {{OTRS pending}} to the file description page to prevent premature deletion.

If you can locate the photographer who took the image than have them take the steps listed above.
