AFAICS there is hardly any information about traditional Filipino culture (i.e. dances, rituals, anything) on Wikipedia, which clearly is a gap that could (and probably should) be filled. As you claim to be an expert in this field, it might not be a bad idea to start from there. Having the culture covered will help Wikipedia, and you might get the situation where adding the Cultura Center really makes sense in terms of referencing as a merited institution.
