I don't have any problem with the changes that you propose in the Humphreys article. In general, it is not necessary to precede updates of this type with a request for permission. Just go ahead and make the change and if it is well-cited and well formatted, that will be the end of it. If I or any of the other editors have an objection, you will hear about it, in our typical friendly manner. :-) Prior discussion of particularly controversial changes is often a good idea, although this is generally done in the talk page for the article.
