Please do not introduce links in actual articles to draft articles, as you did to Westgate-on-Sea. Since a draft is not yet ready for the main article space, it is not in shape for ordinary readers, and links from articles should not go to a draft. Such links are contrary to the Manual of Style. Alright, now that it's easier to see through the extraneous stuff, I don't think you are going to be able to show that this specific town council, extant only since 2015, has sufficient in-depth coverage to need a wikipedia article separate from Westgate-on-Sea. What I think you ought to do instead is write a new section heading on that article, "Town council", and summarize what's left here in a few sentences.
