See my comment on the Talk page for your Drum Creek Treaty article. Your fundamental premise is wrong. The Drum Creek Treaty WAS the Sturges Treaty. The agreement that occurred in Drum Creek in September 1870 was NOT a Treaty, it was just a council held in the same location that agreed to the terms of the July 15, 1870 legislation.
