Hi. It's usually not best to overwrite an existing image with a completely different one. While your new image may be better, the previous image is an NPS photo which is in the public domain. Others may still have wanted to use the earlier version. If you are going to release any of your images as public domain, I strongly encourage that you upload them to Commons so the image can be easily used by the other language wikis. No, that is not a notable band. Local bands don't ring the bell. It wasn't even an article so much as a lineup. That alone is a speedy for lack of content.
