Currently it reads as a list of claims made by different scholars. Too many sentences begin with "According to". As encylopedia what matters not so much that X claims Y, but whether Y is credible.
The draft needs some work to organise all the facts to a coherent article.
The questions the article should answer (I think):
- What's the history of the sceptre, when did it start to be used, and why?
- How did India also have a sceptre tradition like other countries. Did it come from foreign influence/vice versa?
- Where was it used?
A challenge with the article is that it covers a huge geographical area and period. The sceptre was likely used in many different kingdoms at different times, and perhaps for different reasons. Maybe the article needs to be organised by geography/time? For e.g., usage in Vedic times, Gupta period, etc.
There are likely going to be concerns whether this article should be merged with the sceptre article.

Yes , as of the day, this draft still needs much work that's why i said it's still under construction.
But it is well researched and largely academically credible sourced and long enough so merging etc. is much less likely
-but that is for Wikipedian community whenever article comes to main space hence not immediate concern while working on the draft.
Geographical area and period May be we can take a brief para in lede itself explaining period part. numismatic and inscription parts can be arranged period wise. But arranging ancient literature period wise with high accuracy would remain a challenge still we can strive as much possible. As of the day Other than numismatic and inscription, most other sources seem from academic art and literature historians. North India went under invasions so usage and references to sceptre are less in later period. South India specially Tamil Nadu has more references so it is easier to relate it to political periods to some extent.
foreign influence/vice versa? : Seems possible but I have not come across any academic sources saying so, so far. As and when we come across any claim we can include them.
