February 2011 edit

  Hi, and thank you for your contributions to Wikipedia. It appears that you recently tried to give Thomas Roach (disambiguation) a different title by copying its content and pasting either the same content, or an edited version of it, into another page with a different name. This is known as a "cut and paste move", and it is undesirable because it splits the page history, which is needed for attribution and various other purposes. Instead, the software used by Wikipedia has a feature that allows pages to be moved to a new title together with their edit history.

In most cases, once your account is four days old and has ten edits, you should be able to move an article yourself using the "Move" tab at the top of the page. This both preserves the page history intact and automatically creates a redirect from the old title to the new. If you cannot perform a particular page move yourself this way (e.g. because a page already exists at the target title), please follow the instructions at requested moves to have it moved by someone else. Also, if there are any other pages that you moved by copying and pasting, even if it was a long time ago, please list them at Wikipedia:Cut and paste move repair holding pen. Thank you. Using previously published materials edit

Hi. I am an administrator investigating the copyright concerns raised with the article Sam Roberts (politician). I see that you removed the "close paraphrasing" tag with a note saying "Close paraphrase of public domain, see http://assembly.state.ny.us. Thank you for your concern." This raises several issues.

First, not all states release their web material into public domain. See Wikipedia:Public domain: " State and local governments usually do retain a copyright on their works" (formatting in original). Some states, including California and Florida, do release their public records into public domain (Wikipedia:PD#Public records) but we cannot presume that any other state does without something to verify this. In this case, we know that New York State does not have a blanket release on its content. For instance, the New York State Senate releases its websites under the incompatible CC-By-NC ([1]), while the New York State Unified Court System reserves all rights ([2]). Because of US copyright law, an explicit notice of copyright is not required, so we cannot read into an absence. We need to locate or obtain a specific release.

If it can be verified that the content is public domain, we still cannot copy or closely paraphrase from it without acknowledging that the content has been copied or closely paraphrased. In accordance with Wikipedia:Plagiarism, citing a source is insufficient acknowledgment. Our readers need to be able to determine that the material was not authored here.
