Newspapers at the British Library

Hi Andrew. Slightly odd question, but I heard recently that the British Library holds copies of every newspaper issue published in the UK. Is this true? Is the collection accessible to the public? I've been trying to source a very specific issue of The Daily Telegraph that was published on a Saturday in 1996 – do you reckon they'd have it, or is this an unrealistic hope? @A Thousand Doors: To a first approximation, "yes they do" - it gets a bit hazy for particularly old material or small print-run publications, and there's no doubt a few accidental gaps, but pretty much all mainstream national publications should be in there.
There's a guide to the collection here - you'd probably have to go to the main London reading room for it. For the specific paper, the Telegraph 1969-2009 is definitely available on microform (NRM MLD7) - print copies are held but they have a 'surrogate first' policy for conservation purposes.
