I'm not sure why you merged City of Peterborough with the reason "no consensus". WP:UKDISTRICTS generally recommends splitting unless the district is unparished or at least is similar to the settlement, see discussion at Wikipedia talk:WikiProject UK geography/Archive 25#District splits.
