This is a mobile phone IP range, likely to be used by large numbers of people. It is blocked because of disruptive editing by one person several days ago, very likely no longer relevant. Also before the block there were many constructive edits, probably nothing to do with the editor responsible for the block, so keeping the whole range blocked for so long is disproportionate.
