This IP address is a shell server belonging to vex.net, an ISP. The administrator [email address redacted] says that "We aren't running any kind of proxy and we don't even run a web server there." The only recent Wikipedia edits from this IP address are legitimate ones from me. I went ahead and unblocked after doing some additional checks on the IP address. Unfortunately, if you were not aware, all the reference desk pages are getting hit hard by a troll who is repeatedly abusing open proxies. I discovered at least 10 abusive open proxies yesterday alone, and there are probably much more, now. That was a misunderstanding on my part and have hence unblocked.
