Please do not place or replace any non-free images to any pages except for actual articles, such as you did at Template:European Union Organs. While such placement may be considered fair use as you indicated, it is expressly prohibited by point 9 of the policy concerning the use of non-free images. I changed the copyright tag into {{PD-textlogo}}, because this image of simple geometry is ineligible for copyright and therefore in the public domain. As an official image from the European Union, this logo should be free content anyway. So now it is able to be used in the template.
