The aims of two sides- and how it was achieved edit

In strengthening the independence of Mongolia that was announced in 1911, 1921 year's people's revolution played crucial role and contributed hugely in Mongolia's process of creating government and act as the subject in international relations. During the times when great nations were seeing Mongolia as the strategically important area due to its geographical, physical and political qualities, and was in danger of possible attack and invasion, Mongolian government resulted that partnering with Soviet Union was the best resolution to protect the impendence and safety of the nation and made this decision. Following this decision, Mongolian government sent Mongolian representative to Soviet Union on the 15th of October in 1921 and on the 5th of November 1921 the treaty was signed. This was the first treaty signed of Mongolia as a state with its full independence. It was also the first treaty that both countries were granted regarded equal on the legal basis. Many researchers agree that since this treaty became the basis legal document defining the diplomatic relations between two countries in the most lethal times between two countries' relations, and involved exchanging the diplomats and consul representatives, two countries acknowledged each others independence and this is also reasonable conclusion that can be withdrawn.

On October 1921, the representative of People's government lead by prominent figures including the minister of Finance S.Danzan, Mininster of Soldiers' embassy D.Sukhbaatar, vice minister of Foreign relations B.Tsenddorj arrived at Soviet Union and signed an friedly agreement. Two countries agreed upon keeping this additional protocol in secret. Soviet Union usually made lending decision after evaluating more on the political outcome rather than economic. 13 days before appointed meeting date, G.V Chechering, the Foreign affairs' commissioner stated on the letter to Lenin "The Mongolian People's Revolutionary Government is the one of the biggest cards in our cards. Through this country our vast border line is shielded and exist in whole secure state. Thus please agree to accept the envoy from this country." The decision to write off the 5 million Rubel debt that Mongolia got from the Russian Empire was very fortuitous opportunity for Mongolian that was just starting developing .
