Specifically, the Excel file was selected from the dropdown menu above the map. That file was opened by freeware LibreOffice Calc. The table was copied from Calc directly to the Visual Editor (VE) in this sandbox. This was done by clicking the row number in Calc at the top of the table (row 4). Then shift-click the bottom row number of the table. This selects the table by itself. Copy that table, and paste into VE.

Note the "National" average row.
