Tasks and Order of Operations

- Funding
- Board approves grant proposals
- Submit proposals to GAC
- Affiliate with WMF
- Develop bylaws
- Submit bylaws to the Affiliations Committee for review
- Secure approval from the WMF Board
- Incorporation
- Secure funds to cover incorporation costs ($1000-$1500)
- File a Certificate of Incorporation
- File Form 2848 granting counsel a power of attorney to file Form SS-4 to obtain an EIN
- Develop projections of likely revenues and expenses for three years (required for Form 1023)
- File Form 1023 to receive federal tax exempt status - final determination will take 6 months to a year
- Staffing
- Develop job descriptions
- Begin search and interviewing process
- Hire Phase II staff
