Question edit

Does anyone recognize an animated cartoon I saw a few years ago on television? I wouldn't ask, but the lack of information bothers me. IMDb had no clue. It's the tale of an inventor who may be named Freddy Fairservice with a flying bicycle and of his involvement with energy, the Enemy (the President, with a voice like JFK, is of the opinion that "There is no enemy!"), and a visit to the mysterious Black Planet. The themes included environmentalism and energy conservation.

  • Update: I've found it myself, after a fashion: The title is The Black Planet, the hero is Freddy Fairweather, and it was apparently made for television by Paul Williams of Fable Film Productions in Australia in 1982 and distributed in the U.S. by a company named Satori. It turned up in Modern Sound Pictures' online catalog used, in 16mm format.
