Hello Angela! I've seen your comments on User_talk:Gubbubu#Hungarian_Wikipedia about (the fairness of) his block. "Just because it's policy on English doesn't mean it has to be one there as well, and it wouldn't seem fair to block someone for it if there is no consensus on that policy or if the people involved were not warned about the rule." Unfortunatelly the Hungarian admins don't share your opinion... After some people asked our bureaucrat (grin) about this questions, instead of a direct answer he released a statement which I translated for you to show how different your points of view are - IMHO he thinks that his role on HuWikipedia is somehow similar to Jimbo's role here.
(This is actually not a word to word translation, but I think it reflects the meaning of his sentences quite well.) When the Hungarian Wikipedia was born - when I established it - our rules were quite simple: Everyone should be sensible and civilized, and should respect the traditions [/customs] of the "Wikipedia", since at that time, the only Wikipedia which had significant traditions was the English one. To help the prospective contributors, I translated some of those principles, but I didn't have enough time to translate more than 200 articles alone.
As time went by, new participants joined the project, and everyone was busy with writing articles, or with translating pages which help civilized contributors. So the articles which were about [/which were related to] less civilized users were still not translated.
So what were the basic principles of the Hungarian Wikipedia at the time, when you, newer editors joined in?
These principles were the principles of the English Wikipedia. At that time, the difference between "official" and "general" policies (guidelines) didn't exist, and the administrator (=grin) took most, not disputed policies in consideration when he acted (=used his sysop rights), and so Wikipedia worked [well].
The usual way how Wikipedias (and other wikis) work is that the one who starts a [wiki] project determines a set of rules, and those, who join in later may either accept these or may leave the project. In the happy old era, we only had intelligent editors (users), so there was no need to specify a system of rules designed to handle distruptive users.
This era seems to be over now as malicious, antisocial users showed up and many people told me (via email and internal messages) that it would be better to know which exactly our rules are.
It is obvious that the rules which were recommended, worded and accepted by our community are to be applied...
...but so are those which were applied by the Wikipedia since the project started, which were mostly respected by both the admins and other users.
Last week I thought it over once again: Which were the rules after which I created the "framework", and the basic principles; which were the rules which I applied as an admin, and asked the new admin (User:Nyenyec the second and only other admin in HuWiki so far) to respect? The result of this cogitation were the following:
- The rules (policies) currently effective [~in effect] are those rules of EnWiki which are indicated to be [~considered by the EnWiki community to be] "official policies"
The English editors knew which are the important rules there and designated [/made] those rules "official policy" which are considered important by me (us) too. Among these are the basic rules which can not be amended by any vote/poll (like Copyright rules, or NPOV), but practically the same applies to the spirit of all policies (of course the way how these policies are worded exactly can and sometimes have to be revised [/corrected]).
- The guidelines which should be followed are those which are accepted (=not disputed) guidelines on EnWiki
(...) /I don't really know, what the next paragraph mean - it's in Hungarian, but it seems to be a "metaphor" - or something like that - which is unknown to me. But I think it could mean something like "If someone didn't know, what things in WP (actually) mean, or how things (actually) work, we explained these things to them with the help of these (=EnWiki) guidelines"/
- When someone wasn't sure about how general rules were to be applied to issues [in HuWiki] we used the [more detailed] English policies and guidelines to clarify the details. nyenyec ☎
It is quite unfortunate, that these principles weren't written down until now - but fortunatelly there wasn't any need to write them down (explicitly) until now. (If someone wants more details about why things work that way (=>why these rules are in effect on Wikipedia), I recommend an article on EnWiki about the evolution of these rules. I'm sorry but I couldn't find that article right now).
I ask everyone to take these things (= the things mentioned above) into consideration at your decisions, votes, or when you "attack" the admins.

Amikor a Magyar Wikipédia létrejött – létrehoztam – akkor az volt a szabály, hogy mindenki legyen értelmes és civilizált, valamint tartsuk be a „Wikipédia” szokásokat, hiszen ekkor még jelentősebb „szokásai” csak „A Wikipédiának”, vagyis az angol Wikipédiának voltak. Segítendő a leendő szerkesztőket, ezen alapelvek közül párat leírtam, de nem volt időm több, mint 200 lapot egyedül lefordítani.
Ahogy telt az idő, jöttek új szerkesztők, és mindenki azzal volt elfolalva, hogy cikket írjon, vagy hogy azokat a lapokat fordítsa, ami a civilizált szerkesztőket segítik. Így ismét senki nem fordította le azokat a lapokat, amik a civilizálatlan szerkesztőkre vonatkoztak.
Milyen alapelvekkel indult hát a Magyar Wikipédia, melyek „adottak” voltak, amikor ti, szerkesztők idekerültetek?
Az alapelvek valójában az angol wikipédia alapevei voltak. Akkor még nem létezett az a különbség, hogy mi „hivatalos” és mi „általános” irányelv, hanem a legtöbb, nem vitatott irányelv alapján dolgozott az adminisztrátor, és így működött a Wikipédia.
A Wikipédiák (sőt a wikik) szabályainak a szokásos módja az, hogy a projekt indítója meghatároz egy kiinduló szabálykészletet, és aki belép a proektbe, az ezeket elfogadja, vagy elhagyja a projektet. Az elmúlt boldog időszakban szinte csak értelmes szerkesztőkkel rendelkeztünk, ezért nem volt szükség arra, hogy konkrétan meg kelljen fogalmazni azt, hogy a magyar Wikipédiának mi a büntető szabályrendszere.
Ez az időszak látszólag elmúlt, megjelentek a rosszindulatú, közösségbe beilleszkedni nem akaró elemek, és többen jelezték (wikin és emailben), hogy nagyon jó lenne pontosan tudni, hogy „mik a szabályok”.
Az egyértelmű, hogy a Wikipédia működése során a közösség által javasolt, kialakított és elfogadott szabályok és útmutatók érvényesek.
Azonban a Wikipédia szabályai ezek mellett azok, melyeket a Wikipédia kezdettől fogva alkalmaz; vagyis ami alapján eddig az adminisztrátorok és a szerkesztők eljártak.
Átgondoltam az elmúlt héten, hogy milyen szabályok alapján alkottam meg a Magyar Wikipédia vázát, alapszabályait; milyen szabályok cselekedtem, mint admin, és később milyen szabályok betartására kértem meg az új admint is. Ennek eredménye az alábbi:
- A Magyar Wikipédián jelenleg érvényes szabályok az Angol Wikipédia „official policy” jelzésű anyagai.
Az angol szerkesztők is tudták, hogy melyek a fontos szabályok, és gyakorlatilag mindegyiket kiemelték, amelyeket én is (mi is) fontosnak tartottunk. Ez tartalmazza azokat az alapokat, melyeket már többször – konzisztensen – jeleztem, hogy nem képezik semmilyen szavazás alapját (pl.: Copyright, NPOV), de ez gyakorlatilag vontakozik az összes official policy szellemére (szövegezésük természetesen lehet – sok helyen szükséges – korrigálás alapja).
- A Magyar Wikipédián jelenleg figyelembe veendő útmutatók az Angol Wikipédia elfogadott (nem támadott) útmutatói.
Vagyis aki nem tudja, hogy mit fednek az egyes nagy általánosságban megfogalmazott kérdések, azokat pontosításképp – vagy értelmezést segítendő – az angol útmutatók alapján magyaráztam, magyaráztuk.
Sajnálatos, hogy ez nem volt így leírva – szerencsés, hogy eddig nem kellett leírni. [Ha valakit részletesen érdekel, hogy ez miért így működik, arról van egy lap az angol Wikipédiában, de most nem találom. :( Az angol WP szabályainak kialakulásáról szól.]
Kérem, hogy ezt mindenki vegye figyelembe döntéseinél, szavazásainál, az adminok támadásánál.
