Not usefully posible on windows with otherwise free software.
Can be done with adblockers but of course trivial to disable (any they need to be told about the upload.wikimedia domian).
Idealy softwear needs to be:
- Runable on windows
- Easy to install (so compression is probably going to have to be .zip)
- Easy to add blacklists to
- Be proper filtering software (slightly tricky to bypass
Idealy blacklists need to be:
- easy to find
- easy to update
- easy to create new ones
- easy to colaberate and comment on
